Port San Luis Harbor District is seeking proposals for a long-term lease to develop a premier restaurant and other businesses on the historic Harford Pier. This rare overwater location offers spectacular views and the opportunity to create a first-class dining experience or a vibrant food hall concept that complements the pier’s unique character. The District welcomes innovative proposals that enhance public access, support coastal-dependent uses, and deliver high-quality service and offerings aligned with the Central Coast market, as well as the Districts goals and objectives.

GENERAL COUNSEL LEGAL SERVICES
The Port San Luis Harbor District is seeking proposals from qualified attorneys or law firms to provide General Counsel Legal Services. The selected firm will advise the District on matters related to California special districts, harbor and port law, public agency governance, and the California Harbors & Navigation Code. This RFP aims to identify experienced legal counsel to support the Board of Commissioners and staff on a wide range of legal issues.

Attachment A - Sample 2026 Monthly License
Port San Luis Harbor District is issuing a Request for Proposals (RFP) from businesses, organizations, or individuals that wish to conduct commercial or non-profit activities on District property. The District manages pier and beach operations in Avila Beach, California. The District issues annual licenses to a certain number of vendors or concessionaires to operate businesses on District property. Licenses are only issued for movable vendors.
