This rare overwater location offers spectacular views and the opportunity to create a first-class dining experience or a vibrant food hall concept that complements the pier’s unique character. The District welcomes innovative proposals that enhance public access, support coastal-dependent uses, and deliver high-quality service and offerings aligned with the Central Coast market, as well as the Districts goals and objectives.

GENERAL COUNSEL LEGAL SERVICES
The Port San Luis Harbor District is seeking proposals from qualified attorneys or law firms to provide General Counsel Legal Services. The selected firm will advise the District on matters related to California special districts, harbor and port law, public agency governance, and the California Harbors & Navigation Code. This RFP aims to identify experienced legal counsel to support the Board of Commissioners and staff on a wide range of legal issues.

Retail Market Lease RFP - Retail Market, Deli and/or other Related Retail Services

The goal of this RFP is to award Lease Agreements to a business entity or entities that will equip, operate, and maintain a business that meets the objectives as outlined below. The leased space is currently being operated as a retail market, including soft serve ice cream and coffee.
- To provide a profitable enterprise opportunity for the selected lessee and the Harbor District.
- To provide goods, food, beverages, that service the needs of District patrons at reasonable prices.
- To operate a retail market, deli, and/or other related retail services in a manner that will maximize rental income to the District.

Call for Artists
Proposals due October 30th, 2024.
Project: Mural representing maritime or cultural heritage of Port San Luis or local marine life.
- Where: Masonry wall measuring 201” wide x 56” tall with two adjacent smaller panels on either side. Wall is constructed of split-face block, with a high-relief, porous texture and can be viewed immediately to the left (west) of stairs to upper level of the Harbor’s Coastal Gateway building located at 3900 Avila Beach Drive.
- Proposal: Artists to submit an example, or description of proposed mural, preferably a sketch or drawing, along with examples of other artwork. The successful artist will provide all materials for mural, i.e. paint and coating, if deemed necessary. PSLHD will water blast wall in preparation for mural.
- Artwork is expected to last in good condition for at least 2 years. Upon significant deterioration, the artwork may be painted over or removed.
- Deadline: Submit material for proposed mural to 3950 Avila Beach Drive, Avila Beach, CA 93424 by October 30th. Selection will be towards the end of the month. Submitted materials will not be returned to the submitter.
- Payment: PSLHD has a modest budget of a few thousand dollars for mural. Submission by artists to include their expected payment, including materials, for project.

The project will not be officially awarded to a contractor until after grant funds are secured and proposals from the second RFP have been evaluated.
