Harbor Terrace Project Groundbreaking Celebration!

PORT SAN LUIS HARBOR DISTRICT, AVILA BEACH, CA – On Tuesday, January 21, 2020, at 1:30 p.m., Port San Luis Harbor District, County of San Luis Obispo, and Red Tail Acquisitions officials cordially invite you to attend the groundbreaking ceremony for the Harbor Terrace Project.  The project, first envisioned by the Port San Luis Harbor Commission in 1977 with the purchase of the Harbor Terrace property, will begin construction in January 2020.  In 2018, the District entered into a 50-year Ground Lease with RTA Harbor Terrace, LLC (RTA) for the construction and operation of the 32-acre RV/Campground.   The groundbreaking is the culmination of, most recently, four years of work with Red Tail Acquisitions and assistance from the State Coastal Conservancy with permits and entitlements for a project. The development will feature approximately 60 RV pads/sites, 55 walk-in and drive-in tent camping sites, and a variety of 51 RV cabins.  A lodge, swimming pool, restaurant/café, recreation facilities, and other visitor amenities will also be included.  Existing uses, including the Fishermen’s Gear Storage, Trailer Boat Storage, and Harbor Use Area will remain on the site and continue to be used in the operations of the Port.

Bob Vessely, President of the Port San Luis Harbor District Board of Commissioners, stated, “The Harbor District is delighted to announce the start of construction of the Harbor Terrace RV Park/Campground. When complete, the site will include over 150 spaces for everything from walk-in camp sites to “Rock Star” RV sites, a club house, and pool. The Board of Commissioners and staff are indebted to our predecessors who more than 30 years ago had the vision of what Harbor Terrace could be and the contribution the development would be to the recreational opportunities at Port San Luis.”

Adam Hill, County of San Luis Obispo Supervisor District 3, added, “I am very excited to see this finally go forward as it will bring more opportunities for families of different means to enjoy our beautiful coast.”

The Developer/Operator, RTA, Redwood Construction, and Highway West Vacations (HWV) has significant experience upgrading and operating RV parks, the nearest in proximity to Harbor Terrace being Flying Flags in Buellton. Jacque RaffaeleDirector of Operations at HWV, noted, “As a hospitality brand that has established itself as a leader in the boutique hotel and resort campground industries, we are thrilled to join the Port San Luis/Avila Beach community as partners in operating this beautiful coastal property. Our development and operational plans will enhance the experience of guests visiting the Port San Luis/Avila Beach/San Luis Obispo area, while preserving the cultural significance and maintaining the natural beauty of the coastal community. Much like updates that have occurred at other Highway West properties, such as Flying Flags RV Resort & Campground, the development has been inspired by providing unique accommodations such as high-end cabins with resort-style amenities offering beautiful pools, elevated dining concepts, and upgraded event areas.”

The District is excited to move forward with this long-awaited project, which when completed will be a valuable asset to the District. This property was intended to not only generate income for the District but also as a public benefit by providing access to a beautiful coastal amenity to those in all income and social levels.
